Sandy Biggi

Sandy Biggi is the Director of Nursing Facility Policy at the New York Associations of Homes and Services for the Aging. She came to NYAHSA in 1999 as a Senior Policy Analyst and ProCare consultant. She also held the title of Quality Improvement Analyst for EQUIP, developing educational enhancements for the Quality Measures/Indicators. She provides training on the Resident Assessment Instrument through the State University of New York at Albany’s School of Public Health and also serves on its advisory committee. She is a Master Teacher for the American Association of Nurse Assessment Coordinators (AANAC) and for the American Association of Nurse Executives (AANEX), and serves on the Educational Advisory Committee for AANEX. Sandy has been in the field of long term care since the mid-1980’s and prior to joining NYAHSA has held various positions including director of nursing, director of staff development, and quality improvement coordinator.

Jennifer Pettis, RN, RAC-CT, C-NE is a senior policy analyst and consultant for the New York Association of Homes and Services for the Aging (NYAHSA). She began working in long-term care as a nurse’s assistant in 1988 and is a skilled manager. She has also worked in acute care and office settings as well as in the area of wound care case management. She provides training on the RAI through the State University of New York at Albany’s School of Public Health and is a Master Trainer for the American Association of Nurse Assessment Coordinators (AANAC) and for the American Association of Nurse Executives (AANEX). Jen is a member of the AANEX National Advisory and Review Committee, the Educational Editorial Advisory Committee for AANAC and the Regional Editorial Advisory Committee of ADVANCE for Nurses Magazine. She represents the American Association of Homes and Services for the Aging (AAHSA) on the Collaborating Organization Council of the National Pressure Ulcer Advisory Panel (NPUAP).


Elliott Frost

Before joining NYAHSA, Elliott Frost was employed by the New York State Department of Health as a senior social work consultant in the Division of Quality and Surveillance for Nursing Homes and ICF/MRs. In that capacity, he was responsible for numerous aspects of survey, complaint, enforcement and quality assurance activities. He provided guidance and assistance to providers, professional associations, advocacy groups and other state and federal agencies. Elliott also served as interim director of the statewide Centralized Complaint Program and director of the Criminal History Record Check Program.
Gail Weinstein, MS, LNHA, CTRS
Professional Consultant 


Gail Weinstein, MS, LNHA, CTRS is a licensed nursing home administrator and certified therapeutic recreation specialist. For more than 30 years, Gail's long-term care experience has ranged from a hands-on recreation therapist to supervisory and administra administrative positions. As Vice President of Community Health Services, Gail was responsible for the creation, development, implementation and oversight of three Alzheimer's adult day health care programs, a long-term home health care program and an in-house day care program for nursing home residents with dementia. She is co-author of a chapter entitled "Approaches to Special Programming" published in Dementia: Issues in Nursing Home Care. Since February, 2001 Gail has provided long-term care and adult day health care consulting services, through NYAHSA ProCare, conducting mock surveys, assisting facilities with POCs and DPOCs, and training staff in areas of accident prevention, documentation, behavior management, therapeutic programming, leadership/management skills and quality assurance.


Judy Bailey, RN
Professional Consultant 


Judy Bailey, RN, has worked as a registered nurse for over 30 years in hospital, long-term care and public health settings, physicians offices, with the developmentally disabled, in the hospice setting and as a legal nurse consultant. She worked in a 199-bed county nursing home for 18 years, filling a variety of nurse management and administrative positions, including RN supervisor, clinical assistant director of nursing, and for a 10-year period, as director of nursing for the 165-member nursing department. She also served as Acting Administrator in that facility for a six month period. Judy currently works as Director of Quality Management for a 15-bed critical access hospital campus that includes an 82-bed nursing home and two family health care centers. Judy has worked as a per diem consultant for NYAHSA since 2000. She has conducted mock surveys, leadership training, "Director of Nursing 101" courses, PRI assessment and training, MDS training education, staffing analysis, team building programs, and pressure ulcer program evaluation and education. She has assisted facilities in writing plans of correction and directed plans of correction, provided directed in-services and assisted facilities in addressing immediate jeopardy situations.
Diane McIntyre, RN
Professional Consultant 


Diane McIntyre, RN, has worked for NYAHSA as a per diem consultant since October, 2001. Her main focus as a consultant has been conducting mock surveys, directed plans of correction, and presenting leadership programs for nurse managers and LPNs. Diane has over 30 years of long-term care experience, having held posts as a director of nursing and multiple other management positions. She has recently earned certifications as both AANAC MDS RAC-CT and AANEX Executive Nurse Leadership.
